Caribbean Emancipation 2030: A Call for Debt and Climate Justice

The updated Caribbean Emancipation 2030 (CE2030) Framework presents a bold, justice-driven agenda to transform the Caribbean’s development trajectory in an era characterised by escalating climate risks, tightening fiscal constraints, and widening global inequalities. Moving well beyond the original focus on debt overhang and fiscal space, the revised Framework positions emancipation as a multidimensional project rooted in systemic debt justice, climate reparatory justice, just economic transformation, and participatory governance. It recognises that fiscal solvency alone cannot deliver long-term resilience for Caribbean SIDS. True emancipation requires embedding justice, equity, and sustainability into economic systems and governance structures across the region.
