Policy Recommendations

Evidence-based recommendations that turn the data on this Hub into concrete action on Caribbean debt — aimed at the governments, regional bodies, and lenders with the power to act.

Our Recommendations

Climate Finance & Climate Risk Climate Justice Policy Reform & Proposals

Deliver Climate Finance as Grants, Not Loans

Ensure climate finance for Caribbean SIDS is delivered as grants rather than loans, so that adapting to a crisis the region did not cause does not deepen its debt.

Grant-based climate finance so adapting to climate change does not add to sovereign debt.

Fiscal Space & Public Finance Global Financial Architecture Policy Reform & Proposals

Allocate Concessional Finance by Vulnerability, Not Income

Make the UN Multidimensional Vulnerability Index (MVI) a mandatory determinant of concessional finance, so highly climate-vulnerable Caribbean SIDS are no longer shut out by GDP-per-capita thresholds.

Replace income-based eligibility with vulnerability-based access so climate-vulnerable SIDS can reach concessional finance.

Debt Relief & Restructuring Global Financial Architecture Policy Reform & Proposals

Establish a UN Convention on Sovereign Debt

Create a fair, timely, and transparent multilateral framework for sovereign debt restructuring under the UN — replacing ad hoc, creditor-driven processes that put repayment ahead of social and climate needs.

A rules-based UN framework to make sovereign debt restructuring fair, fast, and transparent for vulnerable states.
